The office is located 15 East Main Street, Suite 302 in the Winchester Exchange Building. The building is located across from the Carroll County Public Library on Main Street. If entering from Main Street, the entrance is located between Thai Classic and Guilianova’s. There is a parking lot located behind the building.
From Baltimore: Take I-695 to I-795 North; Merge onto Rt. 140W towards Westminster at Exit 9B; Proceed for approximately 10 miles; Take the Route 27 South exit after passing the Town Mall of Westminster; Turn left onto MD-27/Manchester Road/Railroad Avenue.; After passing a car dealership and heading into downtown, you will see a large building with a sign reading “Winchester Exchange” on your left; Turn left into parking lot.
From Pennsylvania: Take Rt. 140E toward Westminster; Take the MD 27 South exit; Turn left onto MD 27/Manchester Road/Railroad Avenue; After passing a car dealership, you will soon see large building with a sign reading “Winchester Exchange” on your left.; Turn left into parking lot.
Parking: Street parking is available in front on Main Street. There is also a parking lot behind the building. Parking is metered before 5pm (25 cents per half-hour).
